RULES and INFORMATION

 

The tournament will be played in accordance with FIFA rules as modified by CYSA and the following changes and additions:

1.               Credentials

USYSA player passes, coach’s passes and roster properly stamped and signed by your district commissioner/registrar will be required for all players as well as a signed release for medical treatment form (parents’ original signatures) for each player.  Any player not providing proper credentials prior to the game will not be allowed to participate.  All player passes will be checked prior to the start of each game.

A team representative must check in with properly validated team credentials as directed in the tournament acceptance letter.  At check-in each team will receive a packet containing programs, any special instructions, and/or changes.

2.               Home Team

The team listed first on the game schedule is the home team and shall have the choice of the North or South side of the half way line, since both teams will be located on the same side of the field.  

Conflicts in jersey color shall be resolved by the home team being required to change jerseys. The referee shall determine if there is a conflict in either jersey colors or keeper jersey colors.

The home team will be responsible for picking-up the game card from the Tournament Director or Field Marshall and must provide a game quality ball... In the semi-final, consolation and championship games the home team shall be the team with the greatest number of overall points.

3.               Preliminary Brackets, Semi-Finals and Finalists

 

Age Groups of 15 Teams

Preliminary Games:

Age groups of 15 teams will be divided into three flights of five teams. Each team will play the other four teams in their flight in preliminary games.

Semi-Final Games:

Flight winners and the next highest number of points from any of the brackets (Wild Card) will advance to the semi-final.

The Bracket 1 winner will play the Wild Card team.  The other two flight winners will play each other.

Consolation and championship games:

The losing teams in Semi-Final will play in the Consolation game

The winning teams in Semi-Final will play in the Championship game.

 

Age Groups of 10 Teams

Preliminary Games:

Age groups of 10 teams will be divided into two flights of five teams. Each team will play the other four teams in their flight in preliminary games.

Consolation and championship games:

The 2nd place teams (overall points) in each Flight will play each other in the Consolation game

The 1st place teams (overall points ) in each Flight will play each other in the Championship game.

Age Groups of 8 Teams

Preliminary Games:

Age groups of 8 teams will be divided into two brackets of four (4) teams. Each team will play the other three teams in their flight and one team from the other bracket in the preliminary games.

Consolation and championship games:

The 2nd place teams (overall points) in each Flight will play each other in the Consolation game

The 1st place teams (overall points ) in each Flight will play each other in the Championship game.

In preliminary games, ties will stand. If a championship or consolation game is tied at the end of regulation play, two 10 minute overtime periods will be played. FIFA penalty kicks if still tied after overtime.

The length of any game may be shortened (in equal halves) if the Tournament Director deems it necessary due to field conditions, weather, or darkness.

5.                Scoring

Tournament points will be awarded to and deducted from teams based on the following system:

3 points for a win

1 points for a tie

0 points for a loss

 

Forfeit games will be scored as 1-0 in favor of the team that did not forfeit. If a team withdraws prior to the completion of the preliminary games, all games in which they played shall be scored as a forfeit.

ALL GAME RESULTS WILL BE CONSIDERED FINAL AND NO PROTESTS WILL BE ALLOWED!

 

6.                Start Times / Forfeitures

Teams must be at the field thirty (30) minutes prior to the scheduled start time of their games in order to be checked in by field marshals and/or referees.

All games will be started within five (5) minutes of the scheduled time. If a team has not taken the field with a minimum of seven (7) players within the five (5) minute grace period, the game will be forfeited to the team in attendance with at least seven (7) players on the field. If neither team takes the field within the five (5) minute grace period, no points will be awarded to either team.

The referee and/or the Tournament Director may terminate a game at his discretion and the Tournament Committee may award a forfeit if:

1.         A team leaves the field during the game without the approval of the referee

2.         A team is sent from the field by the referee for violent play and/or misconduct by the coaches, players or fans.

3.         A team is deemed to be in gross violation of US Youth Soccer, CYSA Soccer Tournament rules.

7.                Tie Breaking Procedure

In case of a tie in tournament points following the completion of tournament games, the tie will be decided based in order on the following

Criteria:

1.         Goal Differential (Goals for minus Goals against to a maximum of a 4 goal differential per match)

2.         Head-to-Head - team which won in head to head competitioon between the teams which are tied advances

3.         Team with the fewest losses advances

4.         Team with the fewest goals against advances

5.         Team with the most goal scored (to a maximum of 4 per game) advances

6.         Team with the fewest send-offs advances

7.         Kicks from the penalty spot as per FIFA rules - team with most successful kicks advances

 

 

 

8.                Substitutions

Unlimited substitutions are allowed with referee approval in the following situations:

Prior to throw-ins for your team

Prior to goal kick by either team

Prior to the restart of the game following a goal scored by either team

At the start of the second half of play

At the beginning of overtime play

Prior to the restart of play following an injured player being removed from the field (either team may substitute)

A player receiving a caution (yellow card) may remain on the field.

9.                Ejections

Any player, coach, assistant coach, or registered team official receiving a sendoff (red card) will automatically be suspended from their next tournament game. The send off report will be forwarded to the Tournament Director who will review the circumstances and determine if any additional suspension will be added.

CYSA procedure section 4:08 will be used in determining required minimum penalties. The Tournament Committee will have the authority to extend the suspension as deemed necessary. All sendoffs will be reported to CYSA and the member pass will be forwarded to the appropriate District Commissioner for all suspensions that have not been served in their entirety.

Sendoff reports are forwarded to the District Commissioner for every player or coach who is sent off, whether the suspension has been completed or not. Any additional disciplinary action over and above that assessed by the Tournament Committee shall be at the discretion of the player’s and/or coach’s District or CYSA disciplinary committees.

10.           Awards

Team Trophies will be awarded to each team placing 1st, 2nd and 3rd. Trophies will also be awarded to each player on those teams.  In trying to keep costs to a minimum, NO participation pins will be given

11.           Withdrawal

Teams withdrawing after acceptance may forfeit their entry fees. Any team withdrawing must do so in writing sent return receipt requested and postmarked no later than August 10, 2004. Failure to do so may result in a minimum $300 team penalty assessed by CYSA as well as forfeiture of their entry fees.

12.           SPORTSMANSHIP

Good sportsmanship will prevail at all times. Coaches are responsible for the conduct of their players, parents, assistant coaches, team officials, and spectators affiliated with their team.

13.           MEDICAL ASSISTANCE

Any injuries shall be reported to the tournament director or field marshal so that an accident report form can be completed. In the case of a serious injury, 911 will be called if requested by the parent, coach, or referee. Tournament headquarters will be notified of the medical emergency.

 

14.           ALCOHOLIC BEVERAGES OR CONTROLLED SUBSTANCES

Possession or consumption of alcoholic beverages or controlled substances is expressly prohibited at any of the fields. Any team (including player, coaches, parents and affiliated spectators) found violating this rule will automatically cause the associated team to forfeit all games played.

15.           INCLEMENT WEATHER

Games may be shortened or cancelled due to inclement weather.

16.           RULES NOT COVERED

The Tournament Committee will review any problems that are not specifically covered and reserves the right to establish policy as deemed necessary. The decisions of the Committee will be final and there will be no appeals.

17.           TOURNAMENT COMMITTEE

The Tournament Committee shall consist of the Tournament Director, Referee Coordinator, and designated Hometown Soccer League board member(s)
